CONCEPT PAPER
INTRODUCTION
What is home? Some
would look into a dictionary and would say the more descriptive answer like, it
is a place where one resides permanently as a family member, or a flat space or
a household, more often than that anyone who has an actual home they would know
from the back of their mind that it goes far beyond that descriptive answer,
one would say it is a catalyst an aspect of sorts filled with the foundations
and aspects that which makes a person who they are today, emotions, manners you
name it. Home is a place where an individual not only feels safe and
comfortable, but it’s a place or rather an opportunity to live by each and
every day. Its built not only by industrial commodities but rather the bond of
the inhabitants, blood related or not to share fond memories and values as the
moon rises to the setting sun.
But
what if an individual has the low end of the stick? Someone who’s lives got
berated by the harsh conditions of life, living in damp concrete walkways,
squatter areas with minimal to high health hazards, the bare minimum income of
individuals surely has a toll on their lives. Despite Philippines being rich in
culture and many beaches spread across the archipelago, it has a fairly high poverty rate
with more than 16% of the population living below the poverty line. Because of
the many people reliant on agriculture for an income and inequality in wealth
distribution, about 17.6 million Filipinos struggle to afford basic necessities
(borgenproject.org). To combat this issue the Philippine Government implemented
Kalahi-CIDSS, otherwise known as the Kapit-Bisig Laban sa
Kahirapan-Comprehensive and Integrated Delivery of Social Services, to
alleviate poverty in integrated areas of the community.
PURPOSE
Purposedly
the Kalahi-CIDSS program aims to empower communities by treating them not as
mere client but acts as a partner in development, among of these is to improve
local governance, and most importantly significantly reduce poverty.
